The City of Franklin is a Third Class City of Pennsylvania, organized under a Home Rule Charter, which was formally adopted in 1974.

Franklin’s governing body is the City Council, which consists of six Council positions and the Mayor, who presides over the meetings. A City Manager is employed as the City’s chief administrative officer. The City employs 73 full-time employees to carry out the administrative, police, fire, and public services.
