Invitation for Bids - CDBG Stormwater Improvements

The City of Franklin will receive bids for CDBG Stormwater Improvements at the Community Development Dept., Room 211, City Hall, 430 13th Street, Franklin, PA 16323, until 2:00 PM on Thursday, July 25, 2024, at which time the bids will be opened and publicly read aloud.

The project shall include furnishing all supervision, labor and equipment for: Demolition and construction of stormwater inlets, construction of headwall, milling and paving of asphalt surfaces.

Copies of the Contract Documents are available at the Community Development Office, Room 211, 430 13th Street, Franklin, PA 16323, phone: (814) 437-1922, opt. 5. A $25 non-refundable deposit will be charged for each set sent by mail. Digital Copies are available upon request.

A certified check or bank draft, payable to City of Franklin, or a bid bond equal to ten percent (10%) of the bid shall be submitted with the bid. One hundred percent (100%) performance and payment bonds will be required after contract award.

All relevant federal requirements including prevailing wage rates, labor standards, nondiscrimination in hiring, and MBE/WBE/Section 3 participation apply to this project and minority and women owned businesses are afforded full opportunity to bid. Bidders must submit a non-collusion affidavit with their bids and provide evidence of MBE/WBE/Section 3 firms who have been contacted and to whom commitments have been made.

A pre-bid meeting will be held at 10:00 AM, local time on Monday, July 15, 2024, at Franklin City Hall, 430 13th Street, Franklin, PA 16323, followed by a site visit. A pre-bid meeting is highly encouraged but not mandatory.

The City of Franklin reserves the right to reject any or all bids and to award the bid as is most advantageous to the City. Bids may be held for a period not to exceed thirty (30) days from the date of bid opening for the purpose of reviewing the bids and bidders.
