REQUEST FOR PROPOSALS - Engineering Services

The City of Franklin is seeking to retain the services of an engineering firm to assist the City in carrying out certain lighting improvements and associated sidewalk restoration work to the City’s downtown area of 13th Street. The services sought will involve the development of plans and specifications and obtaining all required approvals and permits from PennDOT. Project financing consists of CDBG funds for Fiscal Years 2022 and 2023. Request for Proposal packets may be obtained from the Community Development Department, Room 211, Franklin City Hall, 430 – 13th Street, Franklin, PA 16323 (Phone: 814-437-1922, ext. 1131). Proposals are due by 10:00 AM on Monday, April 21, 2025.

Selection will be based upon the evaluation criteria as set forth in the RFP documents. All proposers are notified that minority and women businesses will be afforded full opportunity to submit proposals. The City reserves the right to reject any and all proposals or to negotiate with any proposer in the best interests of the City.
